Qualifying
Criteria
When an evaluation is complete, the Child Study Team,
which includes the parents/guardians, meets to discuss
the eligibility of the child. Eligibility for the preschool
developmentally delayed program and/or related services
is determined by:
- The child is at least 3 years of age but less than
6 by September 1 of the following school year.
- Meets criteria for preschool placement or related
services if child exhibits one or more of the following:
- Functions at least 2.0 standard deviations
below his or her age mean or 30% delayed in age
equivalency in at least one of the following
areas.
- cognitive or thinking development
- physical development which includes fine
and gross motor
- speech/language development which includes
articulation, fluency, voice and language
- social-emotional development
- self-help skills
- Functions at least 1.5 standard deviations
below the mean or 25% delayed in age equivalency
in 2 or more of the 5 areas above.
- Has developmental and/or learning problems
not primarily the result of bilingualism (native
language other than English).
- Is appropriately identified as developmentally
delayed, cognitively impaired, emotionally disturbed,
hearing impaired, speech impaired/language impaired,
orthopedically disabled, health impaired, visually
impaired, multi-handicapped, deaf-blind, autistic
or traumatic brain injury.
- Professional judgment of CST shall indicate
that special education and/or related services
are necessary based on assessment outcomes.
- If the child does not meet the criteria, but
the CST has documented evidence of the need,
the child may be placed in special education
and related services.
