Boise School District Provides Update on Legal Settlements and Ongoing Safety Commitments


Boise, ID -- November 18, 2025 -- As part of our commitment to relevant, open and transparent communication, the Boise School District Administration has prepared the following update regarding current legal proceedings involving former employee Gavin Snow.


The Boise School District, in conjunction with our insurance carrier, has reached settlement agreements with the families of seven of the students who have pursued legal action related to the actions of Gavin Snow, a former employee at Valley View Elementary School. The total settlements for these matters amount to $7 million. The original tort claims submitted by the families requested a significantly higher total amount, estimated at approximately $152,500,000.00.  Our district’s insurance carrier will cover $2 million. The remaining $5 million will be paid by the district by reducing funding to non-classroom related expenses, including the district’s facility maintenance fund.  The District’s contribution toward the settlements will not reduce current classroom instruction or student programming. Funds previously planned for transfer into the Plant Facilities Fund will be adjusted to meet this obligation, ensuring that day-to-day educational operations remain fully supported. 


Because of the nature of the settlements, each agreement must be approved by the court before funds are distributed. To date, the court has approved one of the agreements, in the amount of $2,777,000.00. 

The Boise School District recognizes the severity and impact these incidents have on the families and our community. As we shared publicly with our Valley View Elementary School community on April 8, 2025, we have taken meaningful steps to strengthen safety, accountability, and transparency. These steps include:

  • Engaging an independent workplace investigation conducted by an external law firm.

  • Releasing the Executive Summary of the investigation in accordance with Idaho law.

  • Implementing policy and procedure updates, in consultation with the Boise Police Department.

Our commitment to improving student safety is ongoing and unwavering. We recognize that restoring trust requires sustained action, and we remain dedicated to ensuring every student feels safe, supported, and valued in our schools.
